Is it legal to sell unwired plugs?
I bought two bulbs for my tortoise and then asked for a fitting for it. I had to come back the subsequent day for it. I came back and consequently they gave me a box (the box which you keep insects in) with a cable beside neutral and live wires inside, a plug, and a fitted end thing. Is this decriminalized to sell them all together but unwired because my dad seems to expect it isnt.

Yes...Go to any home depot and you will see tons of unwired plugs.... Nothing illegal about it.
They gave you what you asked for - a fitting. In effect they sold you the parts. If you do not have the electrical skills to cable the thing together - return it and ask for a pre-assembled system.
Sounds illegal to me. Best advice is to go rear to the place you purchased the items and hurl a brick through their window!
