they offer music really cheap and im wondering if its legal cause it seem kinda strange

They're a Russian outfit like the feeble AllOfMp3 site. Legally dubious.
As far as I can tell they are offering songs they may not have the rights too.. While they may have somehow manage to negotiate lower fees with publishers than Apple, that's not likely.
