You need to check your tenancy agreement with what you signed. Generally speaking, the landlord is responsible for fixing plumbing and electricity problems within a reasonable amount of time. Faulty wires would come under this. However if you had tampered with the wires thus causing the problem, then the liability would be shifted. You would also need to pprove that the wires were at fault and that as a direct result of the faulty wires the damage occured.
If you caused the fire, you are liable. The apartment owner will file an insurance claim an then the insurance company will come after you for any money it paid to repair the fire damage.
