No, how would you get an accurate census after? To me it is a non-issue, all government documents are going to be available in English anyway.
Not until the US decides to enact a law making English the "official" spoken communication...until then, there is no basis surrounded by law to require it.
First they need to make English the formal language and then yes all govt documents should be within English only.
