It seems as if some are still in power. Can a convicted pedophile run for a seat within the US? And is that related to not charging Catholic preists? And if they really can, why don't people get mad until they brand name a law to stop it?

You need to procure your facts strait. You also misspelled parliament. There is no parliament in America, there is Congress. There are no convicted felons governing America. Convicted felons cannot run for office in America. Catholic priests are subject to duplicate law as everyone else in America.

Each state sets its own recommendation for senators and members of the house of representatives. Most states set them very broadly. A few require that the candidate be a "qualified person on the electoral roll." That means simply that the candidate is eligible to vote. In some state, persons convicted of a felony are not eligible to vote and thus are not eligible to be elected to the congress. The rudimentary notion is that the voters decide who they want in congress. If some convicted person runs for department and the voters want that person, then he gets elected. Not sure what the citation to priests means. Quite a few priests have been charged and convicted for crimes, including crimes against children. Most criminal cases are initiated at the state even, not the national level, and so there is no universal policy relating to criminal charges against anyone.
Yes, criminals can run for congress, and if they get elected, they can serve their possession. And if a sitting congressman gets convicted while in office, he can finish his occupancy, and run for reelection, while behind bars. Although in sincerity, it would be almost impossible for a convicted criminal to actually get elected in the first place.
