Neither, God loves the sheep that follow him just as much as the sheep who stray.
God has no concepts of who is worthy and who isn't.God is not a man.Only men judge.God doesn't judge.
I believe that god judges based upon the sum of ones deeds, good and bad. I also believe that god can forgive anything, as long as you are willing to be truthful about your past. I believe that murderer is a sad way to live, and athiest an incomplete way to live.

Bottom line...
I belive if you can accept your life for what it is, so can the lord.
In the end it is truely the lord that makes the lords decisions.
The repentant murderer, although not worthy, he is saved as long as he was baptized in the remission of sin with a sincere heart his sins were then thrown on Christ who paid for it in his place & has cover those sins by what he did on the cross (However the murder must now pay his debt to society behind bars).

As for the law-abiding atheist, well unfortunately for him, although a good moral man, he has not accept the free gift that God gave us in Jesus’ shed blood, so he is still not forgive for original sin or the ones that he has chosen to commit i.e. Sin = The transgression of Gods Law (Ten Commandments). He is still under the Law not Grace. God surely loves him but it is off to the barbeque for that fellow.

That is the central theme of the Bible, I am not sure how that could be missed by those who read it.

Are you trying to ask who is going to heaven?
No one is more worthy than someone else. We don't get to heaven by our worth, but by God's grace. The er would get to heaven but it's not because of any of his works.
I'm with Beautiful Letdown on this one. No one is worthy at all. It is only God's grace that saves us.

If the Atheists accumulated lifetime actions are otherwise benevolent, and his only sin is in failing to acknowledge the Divine, then his sin is ignorance, and perhaps arrogance.

The murderer can spend the rest of his life attoning for his deed, but will none the less be judged for the malevolent action. For the murderer assumed the position of God by deciding who should live and who should not.

That question in itself is void; no one is worthy in the eyes of God - that's why He sent Christ to save all.

And, God does not love everyone. God loves those who love his Son, Jesus Christ.

This does not mean that everyone cannot be loved by God, yet, God makes it clear that he will not love you if you do not love Him/his Son. However, Christ still died for all - an act showing God's desire to love and redeem/save everyone.

Despite that, as mentioned, Christians are still called to love everyone - even enemies.

God is equal, there is no 'special likes' in Him...at least this is fair to everyone, but God can choose to bless/use who because of the decision that person make, that is the big diffirent :)
