There are two reasons laws are passed. One is because the law is needed by uprightness of someone doing something wrong without a law to stop them. The other is an abuse of power. Do kith and kin members really need this protection? Is this an abuse of power? I do not know the specific directive to which you are referring. Just a guess, but it was needed.
