(philosophical question) How can a contractor, no matter how skilled, add any value ?
The customer will have previously possessed their own system, which was doctored and no longer works.
The customer has to supply information to the contractor.
Th customer will cover up the fact that the earlier system was doctored and no longer works.
How can the contractor possibly add any value ?
So it looks like there must have existed very large projects which were money down the drain, no value whatsoever added, and people much worse off at the end of the project than before it began.

A bit vague, you should be more specific in details... If the 'contractor' gets the 'system' to work again.. to me that is 'added value' as the 'system' would have had ZERO value as a non working entity
Im fairly certain I know what youre talking about. Bring me in with you because I have a plan. Basically it involves sitting in our corner office and coming up with what sounds like an excellent plan at the beginning and then riding things out until its time to bring in the next contractor. And BTW **** the american people, theyre not worth the concern I cant believe you would throw your pennies to the swine.
