What does the California law say about minors living by themselves w/financial assistance from their parents?

For instance, is it legal for a fifteen year old live in a condo that their parents own within California alone while the parents reside in a different state without emancipation?
As contained by live full time, and the parents live full time elsewhere?
Most states (probably all) require by law that a parent is responsible for the welfare and safety of a minor child. I'd have to right to be heard that it seems completely logical that this includes supervision. And, to fail to provide those things (it isn't just in the region of money) would probably be considered neglect of the child.
It may seem strange, perhaps the parents deem (in their mind) that the minor is well capable of protecting him/herself, and taking care of adjectives their needs. I strongly doubt that cps or a court would agree with the parent's thinking on this.
