Tracked the number of an American phone scammer - I'm in Canada - what can I do?

I'm in Canada & these people wake me up once a light of day. We called a regulatory body in Canada and they apparently know all more or less them, but say there's little they can do. They did give us the phone number that they use so we can block them. The number is out of Richmond, Virginia (they claimed to be from Guam today & gave my boyfriend a FALSE company name). It got me thinking - is there anybody in Virginia or the USA I can report this to? I very soon have the company's name (US LEC of Virginia), and apparently complaints about these guys be in motion to a phone number in Wyoming...

Tell the F.B.I. the C.I.A. or whatever they ring themselves now and President Obama.

Call the phone company in Richmond, it's probably Verizon and report that you are self harassed. You have the phone number, that's a great start.
