Is there a website where I can check out if a Solicitor is fully qualified and how long he has been practicing

I'm in the UK and want to make sure that I'm not being ripped off!!
In the states we have the Bar Association, there must be something similar in the Uk. If there is they would be the best place to start. The Bar Association would keep records of how long someone has been practicing as well as if there were any kind of complaint against them.
Try lawsociety.org website. I think they will have listings or at least a contact to check up on credentials.

Try the Law Society website. They will be able to advise you. An alternative method in UK is to go to your nearest CAB [Citizens Advice Bureau] - this is a charity and the service offered is free. They are in the phone book and they will be able to advise you and where necessary recommend a solicitor to you.

Your local public library will have a copy of 'The Law List' which is the Law Society's publication that lists all solicitor firms in England,as well as all individual solicitors in private practice.
BTW it is a criminal offence to call yourself a solicitor if you're not.
