if i work at a school ic department is it legal to make copy's of software close to microsoft open office ETC IT DEPARMENT

There is no such thing as Microsoft Open Office. You expect Microsoft Office (which is copyrighted and illegal to copy). If you have Open Office...that is Open Source..substance you can legally copy it.
