Pest plagued apartment, how to report?

My parents live at an apartment in queens new york, and its become plagued, and i mean plagued, they enjoy lived there for 8 years and like since 3 years ago, owners just stop every description of care for the apartment, (my father thinks they want them to leave) but this last years things have come to worse, they have never replace the kitchen cabinets and those are soooooo old, the cabinet stink really bad because the wood is old and looks bad, at first they start have roaches and nothing stop them, but they are all over the building now, next my parents apartment had bed bugs, that was really bad and kinda stop for a while, and immediately, mice and rats are appearing, my father keeps telling them, they just come up to the apartment and put some plaster on the rat holes and bestow, days later rats and mice start appearing again, my father keeps telling them more or less all the problems in the apartment (paint, windows are broken, walls are cracking, floor tiles are coming rotten, plagues, etc) but they just cant care less. I enjoy no idea where to report them and we are very afraid of them have retaliations against my parents, so i don't know if here in new york we can report this case anonymously. Please of late serious answers.
