In NY hazing is a class A misdemeanor as it is determined to create a substantial risk of physical injury to such other person or a third party and thereby causes injury.

Its not legal. Its completely against the law and against the rules of the college, but that doesn't stop groups from doing it. The University of Michigan, one of those sororities, got in trouble for making people square book. They got kicked out of school for a while.
Not all hazing is illegal, it's simply that several behaviors that are illegal can't be justified in the describe of hazing.
