Its not legal. Its completely against the law and against the rules of the college, but that doesn't stop groups from doing it. The University of Michigan, one of those sororities, got in trouble for making people square book. They got kicked out of school for a while.
Not all hazing is illegal, it's simply that several behaviors that are illegal can't be justified in the describe of hazing. "But officer, we didn't know that tying him up and throwing him in the trunk for a week would kill him, it was in recent times a hazing ritual!" It is legal, however, to convince someone to embarass themselves in public, so long as they aren't breaking any laws. Torture, otherwise, is illegal.
