Mine was there, I didn't pay. Have you ever paid for anyone to be in jail? I don't mean through taxes. I know that court costs can be paid by a person in jail, for having to take them to court. No clue about kids though. Sorry.

Yes, they do, and they find a way to afford it if they 'can't', taxpayers are not responsible for parents who don't parent their kids.
