In service law, one year means one calander year. It cannot be counted in number of days normally unless the year is broken. Broken periods would be added to count one year in case of necessity and in such case, one year means completion of 365 days.
Therefore, in your case, you will complete one year by the afternoon 23rd July 2008.
Completion of service of a finite period depends upon date of joining duties, which may bot be the same os the date of 'appointment'. If the date of joining/assumption of duties, in accordance with the appointment order, is 24 July 2007, then the first day of service commences that day. Year is calendar year and so, the next calendar year commences on the identical date of succeeding year, and so completion of a year of service will be the preceding day.
In accordance with law, one year of service, in this case will be completed on 23 July 2008, at 2400 hours, which is the zero hour of the next date. So, next year of service will be deemed to commence at 00 : 00: 01 hours of 24 July 2008.
