Yes they do, you can walk into any planned fatherliness and they'll give you condoms and only ask you what color/flavor. hell i thought they handed them out surrounded by grade school!

No-one has a 'right' to contraceptives. A drug store can junk to sell them at all, if they run counter to the owners religious or ethical beliefs.
There is no law that "forbids" a store from selling contraceptives to minors, nor that forbids a clinic from giving them away to them for free, but nor is near a 'right'.
If a 13 year old walks into a drug store and attempts to buy condoms, it is legal for the store to supply them to her - but it is also legal for the store to refuse.

Yes. There's no age limit on the purchase of condoms. If you're looking for the pill, you'd need a doctors prescription though...
