Building Code violations?
Where do i start to get a landlord sited for housing violations? My daughter is renting an apartment within a college town. I visited for the first time (she hasn't moved in yet) and I found that windows are fitted for porthole frames properly, exterior doors aren't fitted for door frames properly...but more disturbingly...they are using non-locking closet door knobs on exterior doors- claiming that a locking dead bolt is secure adequate, and there is only one exit out of the apartment (Isn't it a law that within must be two? She's on the third floor). I was greeted with lie after lounge when confronting them on this... and then pretty well told TOUGH! I need to verbs this... where do I start? sorry... I mean the windows AREN'T fitted properly!

Honestly you don't have much of a claim. Building standards are basically safekeeping items. If the place isn't going to burn down or fall down it is probably acceptable. As far as locks, I am not aware of any law that requires locks length. I realize these are not the standards you are used to or would tolerate, but they are not really building safety issues. They may be personal safety issues, but that is more a thing of what you get for a given price range. Look for other housing and look at it before you make a contribution a deposit or sign a lease.
Contact your county or city's housing authority. They can give you advice or schedule an investigation of the apartment. It is not unusual for an apartment complex or proprietor to try to avoid codes and safety regulations.
