To purchase a TracFone from a store, and sell it for more money in another state?

Senario: I work at a Dollar General in the state of PA, people come from MI, NY, OH, and purchase TracFones by the dozen. My superiors, tells me to let them purchase two at a time, but don't refuse the sale if the they come back, and to call the police, as it is a 'scam'. I myself call it capitalism, and think that is nothing different than what our government is doing. So my question again, is; is it illegal to purchase a tracfone and sell it for more in another state?
This practice, known as arbitrage, is not necessarily illegal, except in the case of controlled substances such as alcohol and tobacco. I don't know whether TracFone arbitrage is specifically illegal in your state. Your superiors are likely advising you to call the police because criminals and terrorists have used TracFones to keep from being traced.
I do not believe this is illegal in and of itself. What is illegal is that a lot of the people who buy these phones up are people making money for terrorist organizations. If you are suspicious...call the authorities.

If you sell it as a private citizen no it's not illegal but if you sell it as a business or at a flee market yes it is unless you have a tax no and charge the tax and remit it to the gov't.
