Yes.
Most inmates are mentally ill. The system should bring to bear what treatments are feasible to resolve such cases.
A second purpose of prison should be to prevent from hurting others again those who would be likely to do so if they could.
As a third consideration, prison should provide opportunities for education and work. However it should not be an excuse to impress into slave labor people who have not done anything very harmful.
Most prisoners are going to reenter society. It's foolish not to try to rehabilitate them and give them a skill set so they earn a legitimate living.
Besides keeping them off the streets because they are a danger to others, yes.
Perhaps not the main goal (as there are some criminals that for whatever reason are simply incapable of being rehabilitated), but it is certainly something that should always be taken into account.

Rehabilitation IS the main goal our system, hence the favor of the term 'corrections' over 'prison' nowadays. However with regards as to whether this should be the main goal, the reality of the subject is that certain offenders can not be rehabilitated. Murders, sex offenders, and other heinous criminals SHOULD fall outside of rehabilitation policies and move purely into punitive imprisonment or capital punishment to set them aside from the public they would hope to harm.
YES...for the non-violent offenders.
HELL NO..for all others.
