I don't think cannabis is legal under any tribal laws. Maybe you have it confused with peyote, which is allowed for what are considered legitimate religious purposes only.
it most definatly is illegal to smoke grass on a reservation. At least in Canada it is, the reservation police do make busts (tho not many) so I guess more acurately, it is technically illegal
