Died at a bar shooting. Family atty hired to represent father of deceased... Deceased lived with father... Can family atty send out letters to insurers/bar owner before going to probate Court to obtain the letters of administration (Ad prosequendum).

Yes. You're talking about 2 entirely different things. The letters are probably (I'm quessing from your question) for the purpose of a wrongful death action--firearms are not permitted in bars. Probate is generally a non-adversial proceeding to distribute the young man's property. Your family atty can send out such letters at any time.
Anybody can send letters to anybody.
