If a person commits a murder and then disappears then declared legally dead, if he reappears can he be arrest

If a person commits a murder and then disappears for 5 years and then is declared legally dead by law then reappears, can that person then be arrested for murder?

If someone recognises him and can prove it (ie photos etc) then he can always go to trial. That is why the Nazi's who were found out years later, some 40 years, go ontrial. I don't know if this is the case with all countries though, as some one can move to another country and then resurface. As the case of Ronnie Biggs in the UK who took part in the Great Train Robbery. In this case the driver or post (mail) man was killed and even though Biggs escaped to Brazil, where there was no police agreement, he was able to allude arrest-though only for the robbery not for the murder. He was arrested when he got to the UK.
The answer to this question is YES! This person will then be charged with faking their own death. A few years ago the statute of limitations was abolished in cases like that and many others.
