I don't know next to bio-terrorism, but with things like TB, if someone refuses a vaccine/ treatment, they receive held in a locked hospital ward until they are determined to no longer be a threat/ potential spreader to the rest of the community. It's drastically cut down on epidemics. Maybe the same rule would apply.

Yes, as an American citizen everyone has the right to shun a vaccine as long as the person speaks for thyself. Further, in an act of bio-terrorism I doubt that we would know how to produce enough vaccine in a quick amount of time. That is one of the biggest danger of a way that a large population of the world can die. A country could synthetically create a deadly virus within a lab and it could easily spread. Especially, if that virus is airborne. But refusing a vaccine is legal, if you want to die that's your choice.
