Every affirmative action law and regulation specifically forbids strict numerical quotas. This is because Republicans know that NOBODY like quotas, so they call every bill that protects the rights of minorities a 'quota bill'.

Affirmative action simply means that you make out to minorities and the historically disadvantaged. It's not really even about race so much as it's about class and opportunity. Quotas are the fastest channel to discredit and destroy the whole system. If NOBODY wants them, I'm pretty sure we can oversee to avoid them.

Affirmative Action is just the putting minorities or women into more consideration, thus making them "guranteed" a job. Businesses use quotas so they don't give the impression of being like they discriminate, but that is an illegal practice. (as should AA to get going with, "reverse racism")
