In the situations of violent crimes and/or crimes involving the use of firearms -YES. This would clearly demonstrate to a reasonable and prudent person, the such actions have become a behavior pattern that arrest and incarceration can't correct.
if you have not learned by the 2nd time then its quite clear that you dont really wish to abide by the rules of society and and as such YES I think it is very fair.
I think it is too fair. By your third conviction it is obvious you have no intention of starting a new life. These repeat offenders need to be away from society.
