Is A making an offer or just a mere inquiry?

This would be seen as an inquiry...unless the language is such that there is an offer being made...ie...I will buy your computer for 1000...otherwise it will just be seen as an infromative question....depending on the language it could go either way...but if B acts to sell the computer it wil be seen as an offer...unless it was unreasonable for B to think A was in a position to make an offer.
From the brief details, it is definitely an inquiry; a request; whatever, but definitely not an offer per se. This is my opinion!
