How would it be illegal if; a 19 yr old and 14 yr old (girls) are topless on a beach in NYC? It is not a?
designated topless beach, but by law/court decision, any woman can go topless anywhere contained by NY state. It was a decision about sexual category rights/general neutral issues. They are not related, and happen to be the only topless females on the sand. This is a conundrum I have asked before, last year, but unresolved. If it's a femininity rights issue, would laws about minors and sex, etc, apply? Would it be legal for the 14 yr behind the times to be topless, but illegal for men to look at her?!?

Anyone who wilfully participates contained by being topless, under a jurisdiction where it is permitted should be allowed to do so under their own discretion -man, woman, or child. Being topless is a choice, nobody is forced to go topless, if a 14year old is out of harm`s way enough to go topless then they should jump ahead.
It would not be illegal for either of them. NY canon is actually specific in allowing women to be topless anywhere. BUT! There is a law contained by NY that prohibits "prurient display". So if she lies on the beach sunbathing, it's legal. If she provocatively rubs lotion over her breasts in front of culture, that law would kick in. Richard
