if the parents share joint custody of the minor child and one parent wants the child to attend counseling sessions does that parent have to carry the other parents permission?

what does your custody agreement state? It's other good for both parties to communicate about these kind of issues..and come to some kind of agreement.
it depends on the state and the custodial award conditions
No, but just because one parent "wants" something, this does not mean the other parent is responsible for sharing payments for the services rendered.
