I doubt we can blame him for it's arrival, but we can certainly put it onto him for his pathetic handling of dealing beside it. The response was late, ill considered, and not fully thought through. You can gain Tamiflu simply by lying about your symptoms on an online assessment which to me suggests that many will be hoarding the stuff just within case they get it later.
