I have this neighbor that lives close to me and he burns?
this bad wood in some kind of burner contained by his yard and my deck and big windows are not far from it and it just blows adjectives through my house. I have respitory problems and it just lingers through the house. dont you construe that is so rude how can he not know the smoke is thick and blowing right at me. what can I do about this.. appreciation

That's his right, unless there's a burn exclusion in effect, and even then it's probably still his right. I suggest you ask him nicely to caution you before hand, so you can close your windows. Be courteous. I individually tend to react badly when people ask me for a favor surrounded by a less than polite manner.
Ask him to stop. Outside of that, if he isn't doing anything illegal I don't think you can do anything.
