What is the process in the state of NEW JERSEY for having a visitation order enforced?

Basics: Friend has child support & visitation order. At the beginning when the directive was issued the custodial parent stopped coming to visitations. So my friend (non custodial parent) has not seen his child contained by over a year, it was written in the child support order that he attain visitations w/ his child. Not sure what the process is to go about A)Locating the custodial parent B)serving her w/an order to "re-instate" visitations? C)is within going to be any punishment for her & will her non enforcement help my friends complaint since she technically disobeyed a court order for visitations to the non custodial parent . I have a index of people and places to call, I just don't know where on earth to have my friend start? Any tips help?

Also where can we contact a court appointed lawyer to minister to w the case b4 it gets to trial or she gets served??

Locating the custodial parent is easy if Child Support payments are being made. The Child Support agency has this info. What requests to be done is to file a Contempt of Court complaint and have/request the attorney fees be included in the judgement. Court appointed attorneys are not usually involved in Domestic Courts.
