Family Law Question?

I have a court order to pay $200 per month on arrears for emancipayed child. I own been paying that as ordered. Now the DES has levied my guard account and say can keep that money $2300. They own offered to give me back 50% they say they consistency sorry for me. I have never heard of DES feeling sorry. I muse they are trying to trick me. They siad it is legal. I say it is legal if you do not hold a court order that you are compliant with. I am compliant. DES discovered my account beside an electronic sweep by accident. I am not supposed top be on a sweep program. 2 times in the psar thet have returned my money. Qeustion is: can they rake my money when I am compliant near arrears? Why would they return 50% if they didn't have too? They are holding up the review for me to decide. If I go the review they right to be heard I will loose all of the money. I think they are bad liars.
