If you live on a US territory, does that mean you are a permanant resident of the us?

Perhaps if you were born there. There are lots of illegals living within the continental U.S. that are not permanent residents. yes
If you were born here then you are a citizen. "Permanent resident" is irrelevent. You can live anywhere and still be a US citizen. You have to be born on US soil or territory...for example you can still be a US citizen if you be born on a US military base.
Just means you are forever a US Citizen. And only if you're a permanent resident if you other live on US land, otherwise, it's not permanent.
