What happens to people who traffic drugs who aren't 18 yet?

I have been watching Locked Up Abroad, and have notice every one that got arrested overseas was over 18. Are the legalities the same contained by other countries as they are here? If you get caught with anything in the U.S. and you're underneath 18, they can't put you in jail. What about other countries? What are their penalty to minors?

Hey I watch that show too and the different punishments vary in different countries for example surrounded by some countries your considered an adult at 16 as opposed to 18 in the U.S. so one would assume that the penalty for a minor would be evident but not as severe.
