Can I Motion for a Federal Judge to make his ruling over my Objection to Magistrate's Report & Recommendation?

You could file a motion -- I'd find some sort of rule in the federal rules of civil procedure -- it'll probably be near the objection rule -- and I'd cite that, surrounded by the motion -- so that there's some legal reason for the judge to put together a ruling.
