What are anchor baby laws?

A relative of mine was here in the states on vacation when her wet broke and she went into labor. She had her baby here and returned vertebrae to her country. I'm wondering can that baby come back and visit near one of its parents?

"Anchor baby laws" are referring to the 14th Amendment (I believe). Some less scrupulous parents would enjoy had their baby on American soil (and as such be born a US citizen), and then when confronted beside deportment for being an illegal alien...they claim that it would be a hardship for their citizen son/daughter to be separated from their mother at that babyish age. So, because of the baby, the illegal alien is permitted to remain on American soil. That is why certain parts of the 14th Amendment stipulation repealed via another Constitutional Amendment.
The baby is a US citizen. Unfortunately, some parents from other countries will use the baby as an anchor to gain citizenship.
