Is someone who rules the world with unjust and oppressive power evil?
I think there should be hairier consequences to the one who breaks the laws he/she created!
To call someone evil is equivalent to calling yourself a god. Evil is a religious belief, and so I will answer it religiously.
Evil, in modern Christianity, is the outright opposition to the laws of God and his existence- not the laws of man. Though Christianity teaches that 'give to Rome what is of Rome' or in other words to follow the laws of man, that is for your own protection. The laws of man don't protect your sould from eternal damnation, the laws of God do (religiously speaking).
With that, a government which may be considered evil by another may not necessarily be considered religiously evil, ie. Iran. Though Ahmedinejad is a sovereign leader of a theocratic government and may be considered benevolent in the eyes of the Ayatollah (or at least viewed to be in God's favor), in America the news and this administration teaches us that he is Evil.
On the other hand, if you visit Venezuela, George Bush is the devil himself. All this is political jargon used to stir what the majority of the world is passionate about- their religious beliefs. Evil is not about ideology, choice of economic structure, political policy, etc. rather outright opposition to the laws of God and His existence.
Are you refering to the pres.of U.S. or is it just what I think of the little tool.

but if you look at it on the normal iraky citizen point of view
who is bringing them terror: MR. BUSH duh!
so yeah this is kinda strange to see a man so determined to fight terror by using some terror himself
i find the complete idea ridiculous and they should bring home the troops and leave for good
