One parent wishes the other parent's written and notarized legal consent to take the minor child out of the country. As the child is a minor, their consent is not necessary. That anyone said, if the minor child makes a huge fuss getting on to the plane, the airline may refuse them passage and the parent would obligation to find another method or airline to transport the child. And the parent may be annoyed with the child and find methods of punishing said child. That being said, if the child is being removed from say-so America or the United Kingdom to be forcibly wed (underage) or subject to female circumcision in another country, the child may not be removed. In that case, the child should make clear to the airline security staff when she is being scanned that she is going to be forced to marry against her will or immorally circumcised and ask for them to contact the police to assist her.
