The morals police, along with local governments decide what is and what is not appropriate for associates to watch at the movies. I don't personally think the policy should decide whether someone under 17 can see a R rated movie lacking their parents. The film industry should rate movies so parents know what they are paying to see before they take childish children into violent or sexy movies, but the local government should not be telling those parents what they can or can not see.
