On the numerous court Tv shows, some bailiffs have weapons, and some do not. Do they have powers of arrest ?

Yes, bailiffs are police officers Yes. I'm sure it's the bailiff's duty to arrest people who create public disturbances surrounded by the courtroom and who commit contempt of court.
A Bailiff in a 'real' court is a peace officer, and has power of arrest. The TV court shows are, technically "binding arbitration", and the "Bailiff" is actually basically a private security guard, with the same arrest powers as the guard at your local mound or factory. Some have a license to be armed, some don't.
