My family is being harassed a neighbor.?
Among some of the things they have done: -Cut my little brother's finger by throwing a rock at him, he had to go to the ER. -Put a snake within my sister's car. -Gone into our backyard, took our trash out and threw it all over our front yard. -Kicked our garage door on numerous occasion. -Put a condom on our door knob. -Run over our front yard with their car. -Threw our newborn puppy in the trash can. This is just listing a few. The entity is, my parents are passive and not familiar with the judicial system and do not want to impose trouble by getting the authorities involved because it might get worse, so the only time a report a was ever made be when they put a condom on our door because my sister became angry and called the cops. I have instructed my parents and siblings to christen the police anytime anything happens no matter how small it is, but I am starting to get frustrated because I touch like nothing can be done to make them stop. My parents bought this house so moving is not an risk. I am convinced these neighbors are racist or prejudice because we have never done anything to them to deserve this type of harassment. After the incident involving my little brother, we tried to make peace by conversation to them, but it just got worse. Also, after the condom incident the sheriff instructed them to not come on our side of the street, but obviously they still are. The item is, some of the time we do not see them commit these crimes against us, but we have a very high suspicion that it is them, so we quality like we have nothing to dance on even if we contact the police. What can we do? An answer from someone in law enforcement or familiar near this type of situation would be greatly appreciated.

Well, the only way out is the judicial system. Don't try to deal near this with your own hands. It won't help you. You can profile civil charges against them for... 1. Creating a public nuisance. 2. Invasion of privacy. You can file criminal charges against them for... 1. Creating criminal mischief. 2. Littering. 3. Criminal damage to property. 4. Intimidation. 5. Disorderly conduct. 6. Vehicular assault to property (for the neighbor's motor attempting to intentionally damage property). Even more, you can file stalking charges against them...because "stalking" is repeated harrassment over a period of time. If the harrassment is racially motivated, you can breed those criminal charges more serious by filing a hate crime report. When someone is convicted of a hate crime, the sentence is even more stiff contained by fines and/or imprisonment. For instance, a misdemeanor criminal damage to property not related to a hate crime, which could suggest 1 year in jail, can be upgraded to a felony charge...in this crust, felony criminal damage to property, which can carry a prison term from 1-3 years.
First of adjectives, talk with your parents and tell them this is a uncertain situation. You, your siblings, parents, and pets could get hurt even more seriously than what has already happened to your little brother. This is not something to rebuff. I think what happened to your little brother was child assault, especially if the injury required a trip to the ER. Some states have hate crime units surrounded by the attorney generals office. If you are part of a minority these people are target, I think your parents should have a conversation with the race in that office.
