What steps are taken by councils (re: Anti-social behaviour/noise nuisance) to decide if complaint holds water?
and what steps are taken if the complainer is found to be wasting the councils time. Please, this is a very serious question. Thank you all. Edwina.

First they see how scary the offender's are, if they decide they are too alarming they will do nothing about it just contained by case they get beaten up.
all i know is the first two are warnings surrounded by form of a letter from the council.
They ask for evidence and collect it themselves. In the shield of noisy neighbours they will send out a special task force - who enjoy a 24 hour hotline you can call to get them to come out and listen to the noise anything time of day or night. Then they send out warning. The council sends out two warnings and then takes the occupant to court over it. If they are in a council property they may be evicted, if they are in a private tenancy property their innkeeper becomes involved. If they are a home owner it is slightly more difficult but it can eventually lead to them having to give up your job their property through a court order. I think if someone was continually making false claims then I suppose the target of these false claims would be capable of claim harassment. Keep a note of all things to do near either your claim or a false claim made against you. Good luck, there is nothing worse than neighbours who cause your life hell.
