You can try, if you want to. I hope you hold good health insurance. Seriously, you don't know what the situation is. And you would undoubably be charged with interfereing, and arrested. But you are right, surrounded by theory. The only place off-duty cops can beat up on race legally is in the lobby of the Walmart in Collgedale, Tn., or surrounded by Chattanooga, Tn., during a Routine Traffic Stop. Semper Fi!
I don't know for sure. But I would infer you can. I feel they are not above the law either.
Not sure about other states, but in my state you can only exercise a citizens arrest for a felony. A cop punching someone would be a misdemeanor. Another problem is the citizen may not realize the force be justified. If that is the case, and he interferes, he could be charged next to a felony. Your best remedy would be to stand by and be a witness.
