The FBI has a list of them as they knew in the order of a convert that used an assault rifle ( did they know when he got it) to gun down a recruiting center? The key word here is "potential". If they are "potential" terrorists, they enjoy not committed a crime yet. So why release a list of people that haven't done anything wrong? What if your signature is on the list? You don't punish people for things they MIGHT do. A sex offender have committed a crime, and part of his/her punishment is to register.
One is a private (FBI watch) list, the other is public records. One is they didn't do anything unofficial, the other, - they're convicted criminals.
I'd listen to MK6, while it makes sense to know, it doesn't help. FBI are watching them, that's a covert organization. If you knew things could go unpromising quick.
"Potential" terrorists? I sometimes have 30 gallons of explosive liquid surrounded by my possession. It could be used in a fire bomb. I call it gasoline. it fuels my truck. There is really no way to predict who is going to become a terrorist and who isn't short some kind of surveillance.
