Is it illegal to wear a balaclava in public?
If so, why are other garments which cover the face allowed?
if you are living in a country where the political ideology is democracy and thus liberty of all individual have great priority no one can talk about the legacy of clothes unless you want enter to parliament, university or etc. In those cases the rules in the constitution should be applied.

No. It is not illegal to wear them in public. It is advisable to remove them before entering banks though.

It certainly is not illegal. You have the right to cover your whole face with a bag if you want to. I would not try to go into a Bank though covered like that, they may get the wrong impression that you are trying to hold them up. I have not heard of a case where someone was arrested for wearing a balaclava in public. What would they do in the winter time when it snows and is cold? Ban all balaclavas? There would be an outrage that's for sure.
Its not illegal to wear a balaclava because people wear them for skiing and things like that, but there have been a few incidents where people wearing them have been put in police custody, but i think they were all realised.
I don't think it is illegal to wear a balaclava, but your not allowed to wear them going into companies.
Other garments which cover the face, by which I assume you mean various female Islamic clothes, are allowed because it's directly related to religious customs.
A balaclava is generally only worn by someone about to run into a bank with a sawn off shotgun.

its perfectly legal however you would probably get the police stopping you on a regular basis and shops wont likely let you, but there is no law stating that you have to go around with your face visible or the muslim women would have a very hard time!!
That's a good question, I guess it could be illegal in some places but I don't think everywhere, they tried to ban hoods that don't allow cameras to take your picture in the UK but I don't know what finally happened, and I'm sure in very cold places people can walk outside with a balaclava. I think it should be legal, but laws are sometimes pretty crazy so I don't know.
No it is not.There are certain places that have banned the wearing of such garments,ie,banks, building society's, some shopping centres.
i hope it is the kids when i was a kid used to wear them to go to school and they gave me bloody nightmares
