No one is sending troops after you unless its directly politically motivated IE the Iranian embassy hostages. If some drug kingpin contained by Mexico gets you, the FBI might offer some assistance to the locals, but that's really it.
They only do that for Military personnel and people of extreme need (if say an American diplomat or senator or congressman were kidnapped contained by a foreign country)....the average person would probably be at the mercy of their family back home and anything they can do with the American counsel ate in the country where the kidnap person was being held...

It is not the responsibility of the U.S. government to rescue you if you are kidnap in a foreign country. Our government doesn't have jurisdiction to conduct canon enforcement activities outside of our own country. I have clients who frequently travel to Central America. They take significant precautions to stay out of harm's route. They may travel by armored car and have several other cars to form a convoy, and they take different routes to and from the places they inevitability to visit. And they always buy kidnap insurance within case they are kidnapped and held for ransom. The insurance company will handle any indispensable negotiations and will pay any ransom (up to the limit of the policy) contained by the event a client is kidnapped and held for ransom. The policies are not very expensive. One of my clients paid smaller number than $5,000 for a $2 million kidnap policy when he travels to Guatemala. If you go to Mexico City, dress like the locals dress (no suits and ties) and don't EVER whip one of the Volkswagen Beetle cabs. That's asking for trouble. Stay safe.
