Problem with a thief buyer in ebay!?

The prob is here..i sold my item to a buyer of a different country..he paid but opened a dispute just one and only after 7days of payment thru paypal resolution centre of Non-received item..i refunded him right now..yet he rated me negative proverb that "the item was defective or of poor quality..etc.,that indicate he got it within the meantime...i told him to return my item or pay for it by emailing in ebay..but no response...his name and home address is within my record..how can i file and report a police case against him,arrest him as in good health as ebay reporting against him of theft or deception with me and my item ??

Sorry. Not much you can do. The buyer lives in another country. What I would do is just report it to e-bay. I provided a link on how to contact e-bay. Hopes this help you.
I no longer go to e-bay or sell anything with them. I hold been scammed too many times. Not only next to e-bay but also pay-pal. Is the item worth all the effort? Count it as a loss and move on sorry. Just don't go to people outside of your country. Also look at the persons history before allowing them to buy your item, I would report it to ebay so that this personality can not do this to someone else
What country is he from. Maybe he comes from one of the crooked countries where the police really don't care, especially about foreigners. report him to ebay and paypal. paypal will freeze his side so he cannot access his funds, and ebay will block him from using ebay again.
