What do you have to do to change a Zoning Ordinance?
A few pet chickens are allowed in the "residential" area of my county, but not the "estate". I live in the "estate" nouns, and the rules for chickens here and confusing and foggy, but I think the answer is "no". I don't live in a subdivision, just a neighborhood. Would I know how to change it to allow chickens in the "estate" zone areas that aren't governed by subdivisions?

You inevitability to go to the zoning commission or whatever other group handles zoning matter. If something you want to do is not allowed due to zoning restrictions you can apply for a variance or for a change in the zoning itself. The usual structure is that here is a zoning commission which administers zoning matters, and zoning requirements and designations are established by a city council or other local government body empower to pass ordinances. In most areas it is simpler to get a variance than a zoning modify.
