The owner, as listed on government records, may claim it. If the owner have died, there must be proof that the property passes to the claimant. That might be an estate, if probate is no completed, or one of the other people you mention. But can you claim "anyones" property? No. If you hold no connection to the person, you can't claim it, but you can buy it at auction if no one else claims it.
